9commissioner department, except that the commissioner's secretary's and deputy
10commissioner's secretary's report shall be reviewed by the review board. The
11reviewers shall determine if any business relationship is or appears improper and,
12if so, may direct the termination of that business relationship within a reasonable,
13prescribed time period.
